i think using 6tubes of T5 is sufficient for your setup. Having 8 tubes will be a bonus as that will be able to cover your cube tank. If you are going for 8tubes, you can have more option in term of tubes choice. my recomendation will be as follows (for ati tubes), Aquablue special x 4 blue plus x 2 Actinic x 2 For 6 tubes combi Aquablue special x 3 Blue plus x 2 Actinic x 1 my 2 cents

bro sherman, how many watts of LED are you looking at? using a 5ft tank, the cost of the LED will cost u a bomb.....

looking at your setup, u still can use 150watts MH but what u need to suspend the light higher as the MH produce alot of heat compare to T5. Yes, MH bulb replacement is cheaper compare to T5 and the lifespan will be longer. MH bulb range from 50-150 depending on brands. Since you already have a chiller, yes u can opt for using MH

T5 works just fine for LPS....it would be better if u can opt for 6x24watts.....

in terms of PAR, the BLV 14k gives a higher rating and the color is crisp white. As for Phoenix 14k, it produces slightly lower PAR but it produce a nice color tint (white with tint of blue). you can opt not to use any suppliment if you use the Phoenix bulb. As for BLV 14k, suppliment with T5 is a must as if its runs solo, it is to white.... my 2 cents
