Bro, you may want to take a close picture of the brown algae? Else is hard to determine what is that. If is diatom then id your phosphate and silicate cause it. Rowa phos seem to help remove these 2 thing.

If you really scare you can put in QT and dose EIHO Prazi Gold for 1 week treatment. For seaweed, I mix a bit together with pallet or frozen food and try to train them to know this is a food.

Salinity not much of a concern, u should focus more on your ammonia and nitrite as your tank is small.
