Check the price of the sump you wanted from the tank maker. Sometimes it is cheaper to get them to make as it may be cheaper to DIY. The raw material you buy and rework sometimes is not worth it.

It is most of the time the lightings that generates the most heat. In context, the process of energy transfer from electric to light generates most heat and is by far most energy inefficient. (i.e energy loss by heat). Pumps are in the other ways converted from electricity to kinentic energy via magnetism, generates less heat. Do not view as Wattage equivalent to heat. If you can redirect the ballast to outside the tank, you make reduce the heat of your lights. but messy cabling. Fan cool the water by evaporation. So it really just cooling the water, on top of your main tank will be better than sump. Reason is that if sump is conceal in a cabinet, the humidity will be high and rate of evaporation may be lower, thus not reducing the temp much.
