The bacteria need bio media to be able to host into and grow. Do you have enough biological media in your tank for the bacteria to host on to?

For your case , the compressor chiller will be idea since it chill faster and can be placed outside of the aircon ledge. Perhaps you can also call the air con compressor guy to check with him on advise where to place your compressor.
Check also what maybe the reason why your existing chiller is kicking in so often ?

AIO is good as well, but i tested it and it alone is not able to help remove phosphate to a very low level , maybe for a very low bio load tank setup. However, for Nitrate removal it is very effective.
It seem like you have quite a number of " T " off from the return pump, which might affect the flow reaching the top of the tank. I would use a stronger DC pump if i will you in order to compensate for the head loss.
