you will have problem finding a resistor to dissipitate the power with a 15ohm resistor. if you really wan to use resistor, In theory you can run with 7 in a row with a 3.3ohm 1watt resistor provided everything is at constant. you will burn your led if there is a variation of a few voltage increase in the voltage source. what sherman say is correct invest in a constant current driver, the cost is cheaper compare to your rows of led.

depending on your constant current driver,if you run at 700mA per row is enough. another alternative is to use seperate power supply for white and blue connected to different timer to stimulate day/night.
