The purpose of a quartine tank is to prevent unwanted parasites to infest into the dt. In case of disease, the fish can also be treated in a qt. I strongly disagree with the above statement of a return pump to your sump. This will tramsit parasites to your dt through your qt.

I kept one and its a ich magnet.. but maybe i was newer to the hobby then and didnt follow proper quarntine procedure then.

Looks like aiptasia from the pic which peppermint shrimp can help.
