U can still go for option 1.
Use the IOS for simple overflow to the sump, need some mod/DIY here. At the same time can use it to keep those nasty fish that u don't like.
Anemones will move, even after staying put in a position for many months.
I don't think there're much things that u can do to stop it moving other than to provide adequate lighting and good water conditions.

how many of us have had broken relationships before?
if possible, add the Achilles tang few mths later after ur tank is set up so that the water parameters are stable.
When u want to introduce new fish, use the mirror method to make the current fishes busy with "themselves".
use a powerhead to blow directly at it or put few cubes of ice into a plastic bag and use it to touch the foot of the anemone.
Whatever method u use, do not use force to pull the foot of the anemone as it is the most important part of the body.
U can put pellets or flakes into the auto feeder. I prefer pellets as flakes tend to become moist in our humid weather and some salt spray getting into the container.
