Sad to hear that... But I see potential lawsuit. Your friend can post in the newspaper forum and complain to MOM on their safety issue. Blow up the case and let the media do the talking. If it is true. then if your friend win the case. We are talking about $$$$ here. Luckily your friend's son is ok but may affect the child development in future. Compensation includes future medical fee too. Just my 2 cents.

First of all, like what May&Bruce said, using good source of water for water change will reduce algae. But New tank syndrome will always have algae, until your tank mature to 1.5yrs to 2. Algae will diminish with time. Be patience.
