If your nitrate level above 12ppm, always do 15 to 20% every week till it drop to 5ppm. I think your deceased sea anaemone had leached those undesirable toxin into your system. The initial 50% water change is a must. Then follow by regimental weekly 15% change. You have nice sump but should have nutrient export in there such as micro algae, etc, and small 18w pl tube to lightup the algae 24/7.

Cement all the LR would be a permanent thing. If you need to remove any one of the LR would be quite a difficult.

I read from somewhere that cannister filters are the best nitrate generators. Also, if you want to retain those nitrifying bacterias, shouldn't wash with tap water coz the chlorine will kill them and you have to wait for sometime before the useful bacteria colonies come back. In the meantime, probably you'll have ammonia/nitrite spike. i've used my cannister filters for my planted freshwater plants and after 2 years, i opened up, it's still cleaned. Lots of nitrates generated for my planted tank.

Coralline growth needs only calcium? How about carbonate?

Rule of the thumb is to have less elbows and shorter lengths to minimise the head. Also, bigger pipe less friction.
