Depending on the size and the fish bioload, small tank I feel shouldn't have too many bomber like Tang. Nitrate might get too high, unless the reefer is super hard working to do water change everyday more fish I guess wouldn't be an issue. 7 times flow of the tank capacity per hr is good, ensure that tank is well cycled. Just my 2 cents worth.

Normally ich wouldn't affect the fish is when it is under stress like poor water quality, failure to acclimatize, transport, etc... Ich will attack the fish. So ensuring good water quality and feeding garlic helps to boost immunity. In addition I also add a UV light to kill off any free swim ich.

I assume your chiller is teco tr15, if so it will be fine. 9000l/h pump for chiller is too fast. Look for the recommended flow rate for the chiller. I would recommend ATS for reducing nitrate and po4, cheaper. Personally I prefer sand bed for viewing purpose but mine is thin kind like half inch.
