It's the way that pump works and nothing to do with the IC chip. If you refer to the iwaki brochure you'll see the electrical consumption vs flow chart as well.

The power consumption of the pump also drops as the flow rate drops so the difference might not need 22.2 months. Pressure rated pumps takes more watts/litres compared to non-pressure rated pumps as the pressure from the former are higher.

When your tangs starts chasing each other after lights off or lights dim down means your tank lacking of good sleeping spots. The tangs are fighting for the golden landmark for sleeping. You can help to create more holes etc so these sort of behaviours can be reduced.
