1. Brand new skimmer needs days or weeks to break in before there's a layer of slime coating in inner surface.
2. You tank has yet to mature. Avoid adding LS at the moment.
3. Same and (2) above. At adult size, clown fish would out grow your tank. So plan for tank upgrade or put up clown for adoption in the future.
Lastly, your salinity seems a little low. Should be around 1.023. Don't use boiled water for top-up. Get bottled distilled water from NTUC if you don't have a DI/RO setup at home.

Even though the tank cabinet may be perfectly level brand new, being wood, the frame may start to warp over time as moisture sets in. Then the base glass will start to stress unevenly. In time, KAPOW!!!!!
Hey bro, what boss said about "mature tank" could be very true. I remember my office mushies kept shrinking & melting until after 2nd year onward. Now they're growing like nobody's business with minimal maintenance.
I had flamback before, but dosen't exibit the behaviour you described. However, my tomini tang did perform that swimming round the tank routine for few weeks at one stage. I ascribe it to adolescent hormones.

Check valve can also be used for IOS setup. This will prevent flooding of skimmer compartment in the IOS. During power outage without the check valve, water level in skimmer compartment may rise beyond recommended level. This may cause skimmate cup to quickly overflow when power returns.
No matter your main display is 36 or 40cm, you may need to give some thought to lighting placement. If you're going for T5, they come in only a few standard length. Hence the 2 stands on the T5 fixture may not rest at both edges of your customized tank.
2 things to consider:
(1) How you plan to mount the lighting fixture? (A hood may come in handy in some circumstances.)
(2) Do you want to light up the sump area as well? (Most people don't to avoid algae growing in there.)
