Den place the mirror at a place where there is a lot of swimming space... So the Powder brown will see itself more easily...

Try to use a big mirror to distract your Powder Brown... I use a mirror to distract my ringtail tang when i add new angels in my tank... Very useful... But must be place at a place where your Powder brown always appear...

Might be becos of Nudi or something is disturbing it... Having flow over it will also encourage it to open up... Lack of iodine will also affect Zoas... But normally the iodine level wun go wrong one...
