If i am not wrong, the overflow pipe make use of gravity to suck the water to the sump... So your SH must be considerable higher than your sump for the overflow to work...

My 36w PL on my 2ft is definitely hotter than 2x39w T5 on my 3ft..... You can feel the air just above the surface... and my 2ft tank temp is higher than my 3ft tank(Maybe due to water vol...)...
It is normal for the sandbed to be covered with algae at the initial stages... As long as you keep your PO4 low... They will slowly disappear... My tank also like that...
