Hmmm... I am not really sure about it nipping fin.. but i think that apply to those more aggressive ones... This one should not.. Niger are not epidemic to hawaii.. So not surprising that they can be found in other shipments.. Indicus is abit difficult to find if not wrong..

Very Mild tempered.. Kept before in a 3ft tank with two boxfish, 1 pink tail, 2 blue throat and a tassle filefish.. No problem.. Just that they tend to rush for food.. This is a niger not a indicus..

Just wondering... Have seen a few shipment of Bandit and it is sold quite fast but have never seen anyone post their bandit online before.. Anyone having bandit can post a photo of their.. thinking how will they do in captivity..

See that you are not using sump? I dunno what FOWLR you are planning to keep... But with a tank that size, a skimmer is a must... It also depends on your livestocks, if you are going for big angel and predator fishes the more you need a big skimmer..

For Importing of Coral.. There is certain paperworks to be done via AVA.. Of course these paperworks will require a fee.. And for hard corals, it will be quite impossible becos they require cites.. but for soft corals, normal paperwork will do.
