What is your tap water TDS? Singapore's tap water are generally very soft with pretty low TDS (below 100) therefore RO is not a must (or infact not necessary at all). I personally use a 5 Stage DI system with 1 stage carbon and 4 stage DI water and produces 0 TDS even with fast flow rate, my tap water is 60-70 TDS. It sounds to me you that your resin have either expired or exhausted that's why its producing high TDS water.
